BACKGROUND

Digital Media reach has been at the center of wider discussion all across the globe. We are moving towards an increasingly digital, mobile, and social media environment with more intense competition for attention. For citizens, this move represents the development of a more high-choice environment. While new technologies have expanded citizens’ ability to receive news from a far wider range of sources, it also makes it easier for deceptive or false stories and narratives to flourish.

OBJECTIVES

The objective of this pilot project is to draw up sustainable evidence-based research that will identify actions, processes, tools and influencing actors in the digital field in Ukraine. The research should lay out the current state of digital influencers within Ukraine, identify and map digital influencers in the country, active citizens that have an impact in the digital field. The aim of this research will be: i) to identify digital influencers ii) to develop an up-to date database of influencers iii) Identify disinformation trends and ways (projects, campaigns etc), to combat disinformation and other malign influences in the information space.

RESEARCH AGENDA

The selected project will create a research, which will:

  • Map relevant stakeholders and initiatives and liaise with them through public consultations and on-going dialogues
  • Map relevant technologies, assess their impact and analyze the conditions required to maintain and improve the required knowledge
  • Identify key research areas and gaps in research that need to be addressed
  • Give a detailed picture of disinformation trends
  • A reasoned prioritization of actions to be taken, with clear milestones
  • Ways (projects, campaigns etc) to combat disinformation and other malign influences in the information space in Ukraine
  • Key performance indicators for measuring progress/success in the implementation of the roadmap produced by the project;
  • The necessary stakeholders and actors that need to be involved

DISSEMINATION AND AWARENESS RAISING

An important aspect to successful implementation of the project will be dissemination and awareness raising activities (including events, consultations, social media and dialogues). These will need to engage with all relevant stakeholders to ensure broad engagement of all actors in the digital space in Ukraine.

The aim of this project is to establish a practical, implementable and achievable agenda and roadmap, demonstrating the vast potential of digital technologies for the broadest possible range of sectors and stakeholders. The engagement and dissemination activities therefore need to reach beyond long-standing actors and draw in views and use cases from new stakeholders and sectors.

IMPORTANT DOCUMENTS/ELEMENTS FOR THE PROPOSAL

Each Proposal should include:

  1. Technical description of how they understand and approach the research (team, methodology that should be based on scientific bibliography or be documented by it, stages of the project etc.).
  2. Timeline.
  3. Activities to be realized.
  4. Economic offer.

Evaluations of the bids

The evaluation will be based on the following criteria.

1) CV of the teams (experience, expertise etc.) 40%

2) Economic offer 30%

4) Experience in organizing similar projects 30%

Deadline for submitting the proposals: 05/03/2021 at 23.59 Ukrainian time.

Results will be announced by the end of March.
