The OECD Digital Government and Data Unit collaborates with OECD member and partner countries to improve the design and delivery of public services through digital government and data policies. The work focuses on identifying the conditions needed for governments to capitalise on digital technologies and data to transform how the public sector operates and respond to the ever-changing needs of economies and societies.

We are looking for four highly motivated students to join the Digital Government and Data Unit as interns to:

  • Support our work on the measurement of open government data maturity, and in particular the OECD Open, Useful and Re-usable data (OURdata) Index, and contribute to the broader work of the OECD on open government data as needed.
  • Support our work on the measurement of digital government maturity with the development of the second edition of the OECD Digital Government Index, and contribute to the broader work of the OECD on digital government as needed.

THE OECD INTERNSHIP PROGRAMME

Internships are only open for students who:

  • Are enrolled in a full-time degree programme for the duration of the internship in a field or discipline related to the work of the OECD;
  • Are available for a minimum internship duration of five months;
  • Have an excellent command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn the other. Knowledge of other languages (Spanish) would be an advantage;
  • Possess solid quantitative and IT skills;
  • Demonstrate excellent drafting and communication skills;
  • Are capable of working in multicultural and international team environment.

Internships are open for candidates enrolled as full-time students in an accredited educational or research academic programme for the duration of their internship. Online courses or other forms of academic programmes that do not award students with a degree (Bachelor, Master or PhD) will not be recognised as an accredited programme.

Given the current health crisis, selected candidates would be allowed to start the internship remotely. However, potential candidates with a residence in or able to relocate to Paris, France would be given a strong preference.

Important:

  • Internships are primarily allocated to OECD member country nationals, while also open to non-OECD Member country nationals for specific programmes and projects across OECD affiliated bodies and agencies (e.g. International Tax Forum, ITF, NEA).
  • Contribution to living expenses: EUR 738 per month. Interns do not benefit from any exemption from tax.
  • Leave: Interns hired for more than two months are entitled to 2.5 days of leave per month.

EXPECTED ACTIVITIES AND DURATION

A. OPEN GOVERNMENT DATA

The selected candidates (two) will work on the following expected activities in coordination with a Policy Analyst and a Junior Policy Analyst:

  • OECD Survey on Open Government Data: Supporting the validation of the accuracy of survey responses, conducting basic statistical analysis of qualitative survey data, and if requested, deliver policy recommendations based on the collected data.
  • OECD Expert Group on Open Government Data: Contributing to the preparations of the annual meeting of the OECD Expert Group on Open Government Data.
  • Policy analysis: Contributing to the preparation of presentations and talking points for external and internal meetings, conferences, networks and/or working parties of the Organisation.
  • Assisting in research and analysis in the area of data-driven public sector and open data.
  • Assisting more senior colleagues in drafting country studies and reviews on digital government, open data and data-driven public sector.

Potential candidates with previous knowledge, work and drafting experience on open government data will be given a strong preference

Duration: 6 months (June — November 2022)

B. DIGITAL GOVERNMENT

The selected candidates (two) will work on the following expected activities in coordination with a Policy Analyst and a Junior Policy Analyst:

  • OECD Survey on Digital Government: Supporting the validation of the accuracy of survey responses, conducting basic statistical analysis of qualitative survey data, and if requested, deliver policy recommendations based on the collected data.
  • OECD E-Leaders meeting: Contributing to the preparations of the annual meeting and special sessions of the OECD Working Party of Senior Digital Government Officials (E-Leaders)
  • Policy analysis: Contributing to the preparation of presentations and talking points for external and internal meetings, conferences, networks and/or working parties of the Organisation.
  • Assisting in research and analysis in the area of digital government, specifically, the governance of digital government, service design and delivery, digital skills and digital investment.
  • Assisting more senior colleagues in drafting country studies and reviews on digital government, service design and delivery, digital skills and digital investment.

Duration: 6 months (June — November 2022)

DESIRED INTERN’S PROFILE AT THE DIGITAL GOVERNMENT AND DATA UNIT

Experience

  • Full-time university student in Economics, Public Policy, Statistics, Information Technology, Data Science, or other relevant field.
  • Experience in research and analysis on subjects related to digital government and the management and use of data by the public sector
  • Knowledge and proven application of social science research methods
  • Proven track record in drafting analyses for different audiences and in presenting in a compelling manner highly technical subjects to senior management/professors
  • Experience with cross-country surveys and indicator development would be an asset.
  • Experience with statistical software such as Stata or R would be an asset.
  • Previous experience working at the level of national government or a demonstrated significant track record of working with public sector organisations, would be an asset
