What’s Up with Downtown Buildings?

Most downtown residential towers are less than 12 years old. A young age in the life of a building. Yet, not few are in serious need of repair. Air conditioners keep breaking down, elevators don’t work... With regard to elevators, there seems to be a malfunctioning epidemic. Various Downtown neighbors have told me they lost more than once their Ubers to elevator delays. Ubers, like time, don’t wait for anyone.

Is it management ineptitude? Is it defective construction? Is it inadequate government construction regulations? Is it normal wear and tear? If anyone has an answer, please, enlighten us.
