Dave’s Redistricting has a rich collection of features for collaborating with others on maps.

These are described in Sharing & Publishing Maps and Working With Groups. To help you decide which features to use for what, this note provides a bird’s eye view of the main scenarios:

  1. To privately share a map with someone, use the Share feature and don’t check “Allow Editing”.
  2. To collaboratively edit an individual map with someone — like you might jointly edit a Google Doc — use Share feature and check “Allow Editing”.
  3. To publicly share a map to everyone, use the Publish feature.
  4. To share a large collection of maps with everyone, Publish them and add a label that uniquely identifies the collection. People can use that to find the maps (see Filtering & Sorting Maps). A great example of this scenario is the Atlas of Redistricting.
  5. To collaboratively develop a set of maps with a group of people, use the Groups feature.

You can, of course, combine these strategies over time. For example, you could work with colleagues to develop a set of maps (#5) and then publish them to the world (#4).
