This is a severe misunderstanding of “the law.” I believe you’ll have to pay a little bit of a tiny fine in taxes, but it is seriously so far from being against the law, it’s pretty alarming that someone thinks that it is. No wonder people hate Obama. (It would be against the law not to have car insurance if you had a car, however, so I suggest you continue to not have a car.)
