National Artificial Intelligence Research and Development Strategy Plan 2023 Update - Office of Science and Technology Policy (OSTP), USA.

Goal: Put people and communities at the center by investing in responsible R&D that serves the public good, protects people’s rights and safety, and advances democratic values.

Excerpts from the Executive Summary

The plan defines 9 strategies.

Strategy 1: Make long-term investments in fundamental and responsible AI research.

Prioritize investments in the next generation AI for responsible innovation. Focus on foundational AI perception, representation, learning, reasoning, and managing risks associated with generative AI.

Strategy 2: Develop effective methods for human-AI collaboration.

Create AI systems to complement and augment human capabilities. Research on successful human-AI teams. Apply the research methods to measure the efficiency, effectiveness, and performance of AI-teaming applications to mitigate the risk of human misuse of AI-enabled applications.

Strategy 3: Understand and address the ethical and societal implications of AI.

Develop approaches to understand and mitigate the ethical, legal, and social risks posed by AI. Cultivate national values through technical processes and design. Develop metrics and frameworks for accountability, fairness, privacy, and bias.

Strategy 4: Ensure the security and safety of AI systems.

Focus on the design of AI systems that are reliable, trustworthy, dependable, and safe. Develop the abilities to test, validate, and verify the functionality and accuracy of AI systems from cybersecurity and data exposure.

Strategy 5: Develop shared public datasets and environments for AI training and testing.

Facilitate larger community engagement with quality data and tools. Enable and create access to quality data and environments.

Strategy 6: Measure and evaluate AI systems through standards and benchmarks.

Create evaluative techniques for AI. Add standards and benchmarks.

Strategy 7: Better understand what the national AI R&D workforce needs.

Strategy 8: Expand public-private partnerships to accelerate advances in AI.

Accelerate investments in sustainable AI R&D into practical capabilities. Add collaborators from academia, and industry.

Strategy 9: Establish a principled and coordinated approach to international collaboration in AI research.

Promote international partnerships (specifically) in healthcare, sustainability, and manufacturing.
