일본에서 새로 도입되는 세금환급 제도 안에 대해서 알아보겠습니다.
Let’s take a look at a new tax refund system that has been introduced in Japan. The new system is called “Electronification of the of the tax refund process for foreign tourists (consumption tax, liquor tax, local consumption tax)”. The purpose is to make tax refunds easier for foreign travelers. It is also designed to further stimulate the consumption of foreign tourists. By implenting the new system, tourists visiting Japan no longer have to carry the registration card that contains the sales information. (such as the purchase log form submission) They can simply present their passport at customs.
‘외국인 여행자를 위한 면세 제도의 절차의 전자화 (소비세 · 주세 · 지방 소비세)’로 불리는 새로운 제도입니다. 취지는 외국인 여행자들이 더 편하게 세금환급을 받게 하는 것이며, 이를 통해 외국인 관광객 소비를 한층 더 활성화시키는 것이 목적입니다. 면세 절차 (구입 기록표 제출 등)를 전자화하여 구입기록표 첨부 과정을 생략하여 여행자는 공항이나 항만의 세관에서 여권만 제시하기만 하면 됩니다.
1. Background
According to the Survey of Foreign Visitors to Japan, about 70% of foreign tourists using duty-free shops replied that “The passport was getting thickened as a result of attaching purchase tickets” or “My passport was torn as a result of attaching purchase tickets”. In addition, there is a growing voice in the duty-free shop that the process of attaching a purchase record card to a passport is time-consuming.
1. 배경
‘방일 외국인 여행자의 실태 조사’ 에 의하면, 면세점을 이용한 외국인 관광객 중 약 70 %가 “구입 기록표를 부착한 결과 여권이 두껍게됐다” 또는 “여권에 부착하고 있었다가 구입 기록표가 찢어졌다”, 라고 회답하였습니다.
또한 면세점 입장에서도 구입 기록표를 여권에 부착하고 간인하는 절차가 시간이 걸려 불편함이 있는 상황입니다.
2. Solution
The new tax refund system will be effective from April 1, 2020 while the traditional Tax refund process will be availalbe until September 30, 2021. After September 30, 2021, only the new tax refund system will be solely operative.
2. 요청의 결과
현행 ‘구입 기록표의 세관에 제출 의무’ 를 ‘세관에서 여권 제시 의무’로 대신하며, 이는 2020년 4월 1일부터 도입되며, 현행제도는 2021년 9월 30일까지 병행하여 운영됩니다 .
