In this issue of Q&A, we discuss how the EOTSS Applications Team helps ensure the security and improved service of the Commonwealth’s HR/CMS payroll system with EOTSS Technical Applications Manager Tim Taylor.

Q. What is HR/CMS?

A. In a nutshell, HR/CMS is the Commonwealth of Massachusetts HCM and Payroll system. Every second Tuesday, we kick off the payroll process for 100,000 users, including 60,000 SSTA (Self Service Time & Attendance)users, retirees, and Time Collection Device users, to name a few.

Q. How is EOTSS involved with HR/CMS?

A. The Enterprise Applications team is responsible for a myriad of items that relate to all of this, from adding/modifying existing application pages to maintaining all interfaces between HC/CMS and our partners, be they vendors of other Secretariats and Agencies in the Commonwealth including TRE, GIC, MBTA, SRB, DOR and DSS. We perform software upgrades, test and deploy delivered improvements from our Vendor (Oracle), add/modify/delete departments, run MassHires on a frequent basis, and support rollouts of SSTA to new departments. We maintain the application configuration tables for the union fees, all T&L codes, updates to Salary plans, Benefit plans and tax updates. All part of a day’s work for us.

Q. How has the current Tech Transformation process impacted HR/CMS?

A. On top of all the day-to-day work, HR/CMS continues to be on the leading edge of EOTSS migration to Amazon Web Services (AWS). We are currently migrating our Application from MITC to AWS, with 3 of 4 lower environments already migrated and operational, all without any disruption in our daily routines. We continue to do all of this with 16 full-time employees, and 6 Contractors (currently). Not bad!
