Towards an IPCC for AI: Bridging the Gap with an AI Harms Observatory for Enhanced Understanding and Mitigation of AI-Induced Harms, including Existential Risks, and Proposing Remedial Solutions
The Mapping of AI-Induced Harms: Paving the Way for Mitigating Existential Risks to Humanity
In the realm of contemporary global challenges, the striking parallels between the climate crisis and artificial intelligence (AI) emerge as two of the most formidable threats to humankind. The present-day consequences, ranging from devastating wildfires of biblical proportions to wrongful incarcerations, underscore the urgency of our preparedness for impending threats. In essence, it is not a matter of “if” but “when.”
Drawing Inspiration from the IPCC and NASA Earth Observatory
Deriving inspiration from the model of the Intergovernmental Panel on Climate Change (IPCC), a renowned intergovernmental body under the United Nations, I propose the establishment of a similar institution, an “Intergovernmental Panel on AI Impact” (IPAI). Such an entity would be entrusted with the critical mission of advancing scientific knowledge concerning AI-induced harms and their potential existential risks. The IPAI would systematically inform governments about the current state of knowledge on…
