Cognition seems to me synonymous with the capacity to know and that to know is sort of a first or universal term that relates to whatever it relates to.

In other words both cognition and “to know” have to do with various linkages including human knowledge and animal knowledge and quark knowledge and rules of knowing and so forth.

As far as a theory goes, I have little use personally for theories. There are few universals that to me have ontological status and are applicable to all. These seem to me to be the values that make for goodness and the elements of goodness. See the chart above.

The rest is more or less keywords of various prominence awaiting placement in a triad that creates the possibility of a hypothesis that might have the aspect most to be sought within the context of pragmaticism — that would be a practical application.

Did Peirce ever suggest that such an application constituted a theory? I do not know.

It seems to me the application itself might require some time to prove out in practice. For example — the world would better off without sprawl.
