As part of Russia’s economic decline, including its slipping from the G20 list of leading economies and its recent default on its foreign debt, there has been a flight of skilled labor to places where they can get a job. Russia has attempted to stop this by making it difficult to leave and failing to certify skills and records for foreign employers. A recent example of this is preventing jobless pilots from finding work with foreign airlines.
