Charles (Chuck) Brooks currently serves in a dual role as Vice President of Government Relations & Marketing for Sutherland Global Services. Headquartered in Rochester, N.Y., Sutherland is one of the world’s largest independent business process outsourcing companies employing over 30,000+ professionals across 40+ operation centers and business operations.

He also received Presidential Appointments from two Presidents, George W. Bush and Ronald Reagan, to serve in executive roles in the federal government.

Chuck has an MA in International relations from the University of Chicago, and a BA in Political Science from DePauw University, and a Certificate in International Law from The Hague Academy of International Law.

He is a featured speaker at conferences and is widely published on the subjects of cybersecurity, homeland security, innovation, public/private partnerships, and emerging technologies. Those publications include: Huffington Post, Forbes, Government Security News. The Hill, Federal Times, Government Executive, MIT Sloan Blog, Homeland Security Today, BiometricUpdate, NextGov, and Cygnus Media.

Mr. Scott Lewis, has 38 years of emergency services experience, with his first Complex Fire Command training certification up at the National Fire Academy in 1982. He is a Type III, Tier II Incident Commander, certified by the US Coast Guard. In 1999, he founded The Eagles Wings Foundation, a 501c(3) public foundation focused on performing disaster relief worldwide. Scott is the lead of the Pathfinders Task Force and has been tasked into many of the worst disasters in the world since 1999. Mr. Lewis is the inventor of 4 published mobile software patents, is a FEMA certified Instructor, holds 30+ certifications, and is the co-author of several, published disaster training course books. Mr. Lewis holds a Master’s degree in Educational Administration and a Bachelor’s degree in English from Duke University.

Mr. Michael Dougherty, is CEO of the Secure Identity & Biometrics Association (SIBA). SIBA engages government and private sector entities on the benefits of identity management and biometrics in their enterprises. Function as a thought leader and media source for the identity innovations industry. Advise association members of government and industry trends and opportunities. Advocate for positive legislative change and industry consensus.
