Formerly-Detained Advocates Return to Once Again Call on the Farmville Town Council to End its Contract with Abusive Detention Center ICA-Farmville

Farmville, VA. June 10, 2021 — Formerly-detained community members and advocates returned to testify before the Farmville Town Council Wednesday evening to renew the demand that the town sever ties with ICA-Farmville, an immigrant detention center that has become infamous for its negligence, abuse, inhumane conditions and sky-high COVID infection rates. The dozen public witnesses testifying at this meeting included formerly detained people, community members, and migrant justice advocates, some of whom had previously testified at the May 19th budget hearing. Once again, they challenged council members to consider whether they wanted their town to be complicit in, and synonymous with, a facility known for the suffering, abuse, and death of detained immigrants.
Angelina, an organizer with Free Them All VA and LaColectiVA, outlined the choice before the council now:
“This is a call to the Farmville town council to end the contract with ICA-Farmville. Few people have the chance to change history — this is your chance. Staying silent and continuing your ties with ICA makes you as responsible as they are for the suffering and irreparable trauma, emotional, physical, economic and sexual abuse suffered by people detained in Farmville. We must not forget that we are human beings like everyone else, and we want you to respect our rights, and our humanity and dignity.”
The company that runs the detention center, Immigration Centers of America (ICA), is a for-profit private detention company. ICA-Farmville operates through an Intergovernmental Service Agreement (IGSA) that the Town of Farmville signed with ICE. In this arrangement, the town acts as the go-between, taking a small cut of funds from ICE. Meanwhile, the company, ICA, receives the lion’s share of profit for incarcerating people on behalf of ICE. These profits to the town increase as more people are detained, adding a profit motive to detaining human beings. However, the Town of Farmville has the ability to end this flow of money built on abuse by ending the contract and severing its ties with ICA.
Medical abuse and neglect are rampant at the facility. Public witness Dr. Kate Sugarman with Doctors for Camp Closure, who has visited ICA-Farmville on several occasions, testified that she has “…seen with [her] own eyes that ICA-Farmville is an abusive, neglectful, and inhumane place… People detained at ICA-Farmville have been subject to human rights abuses that no one should have to endure.”
Although this history of neglect stretches back to ICA-Farmville’s opening, ICA’s abuses in just the past few years have been particularly egregious. In 2020, ICA-Farmville attained national notoriety for being the site of the worst COVID-19 outbreak to occur in any ICE facility in the country. The outbreak tragically led to the death of 72-year-old James Hill, originally from Canada, who contracted COVID-19 while detained in ICA-Farmville. But internal documents obtained by The Advancement Project through the Freedom of Information Act (FOIA) exposed a long history of abuse well before the COVID-19 pandemic. People detained at ICA-Farmville have long faced indiscriminate use of force, including pepper spray and unjustified use of restraints. Detained individuals have been fed inedible food filled with worms, and guards have targeted those demanding more humane conditions with threats and retaliation.
Dr. Sugarman ended her testimony by stating that “[t]he long history of abuse at ICA-Farmville proves that it cannot be “better managed” and that abuse is inherent to detention. The only moral option is to close the facility and to not to let it reopen.”
Several of those testifying noted that, while the town would prefer to be known as a desirable place to visit or settle down, outside of Farmville the town’s name is synonymous with the detention center and the abuse therein.
Madhvi Bahl, an organizer with Free Them All VA and Sanctuary DMV, put the question to the council bluntly:
“How do you want your home to be immortalized? In the end, the question you must ask yourself today is what side do you want to be on when the dust settles — the side that profiteered off the abuse and torture of our community members or the side that took a bold stand and shutdown one of the most infamous detention centers in the country?”
