El Testimonio de Juan Carlos*

[Juan Carlos* está detenido actualmente en el centro de detención ICA-Farmville. Lo que sigue es un resumen de lo que pasó a él durante tres días en ICA-Farmville.]
El día jueves 16 de marzo de 2023, médicos y otro personal llegaron a su habitación a las 11:00 am para comunicarle que deberían moverle y que le mantendrían en el área médica. El no quería ir, pero le amenazaron que, si no aceptaba el área médica, lo llevarían al hoyo. El aceptó el área médica, pero él no quería ir a un lugar cerrado y pequeño por su frágil condición de salud mental. Ellos mencionaron que necesitaban el espacio porque iban a poner a más personas en el lugar donde él estaba. Tenía que estar a distancia por motivos de COVID.
El pidió, rogó a los médicos, y demás personal que lo trasladen de ese lugar. A causa de su estado crítico de salud mental, el experimentó un episodio de ansiedad. Sobre el cual, él dice–
“Sentía que me asfixiaba — que me estaba muriendo.”
El siguió intentando y solicitando ayuda. Al caer la tarde, dio unos golpes a la puerta para que alguien escuchara sus súplicas y lo sacaran de ahí. A las 8 pm el día viernes 17 de marzo, entraron 5 oficiales bien protegidos, con casco, escudos, y bastones. Ellos le rociaron gas pimienta. Después de un rato de golpearlo, lo desnudaron completamente. Lo esposaron de pies y manos y lo amarraron en la silla. Le tiraban agua fría; él recuerda que tenía mucho frío, el ardor en su cara.
Recuerda que uno de ellos estaba grabando todo desde que entraron rociándole gas pimienta hasta que lo liberaron. Le dijeron que ya terminamos nuestro trabajo con vos.
En la madrugada del sábado 18 de marzo, lo soltaron y lo dejaron en una habitación de observación.

Se incorpora el testimonio de Juan Carlos al montón de evidencia que ICA-Farmville necesita cerrar. Además de tener uno de los brotes más devastador en el país, el cual resultó en la muerte de James Hill en agosto 2020, ICA-Farmville ha mantenido un patrón de abuso de larga duración contra la gente detenida, incluso un historial documentado del uso de gas pimienta, el uso persistente de fuerza por oficiales de ICE, el uso injustificable de sujeción, amenazas, y represalias.
El contrato del pueblo de Farmville con ICE y Centros de Inmigracion de America (ICA, por sus siglas en inglés), expirará en septiembre de 2023. Este contrato ha permitido que ICA y el pueblo de Farmville obtengan ganancias de la detención y abuso de inmigrantes. Gente actualmente o previamente detenida, organizadores, y defensores exigen que el pueblo de Farmville termine su contrato con ICE y ICA, y que cada persona detenida sea puesta en libertad en la comunidad, no transferida.

[Juan Carlos* is currently detained at the ICA-Farmville detention center. What follows is a summary of what happened to him over the course of 3 days at ICA-Farmville.]
On March 16, 2023, medics and other staff came to his room at 11:00 am to tell him that they needed to move him and keep him in the medical area. He didn’t want to go, but they threatened him that if he didn’t agree to go to the medical area, they would take him to “the hole” (isolation). He accepted the medical area, but he didn’t want to go to a small, locked place due to the fragile state of his mental health. They mentioned that they needed the space because they were going to put more people in the place that he was currently in. People had to be distanced because of COVID.
He asked, begged the medics and other staff that moved him from that place. Because of the critical state of his mental health, he experienced an anxiety attack. About the attack, he said–
“I felt like I was suffocating–like I was dying.”
He kept trying to get help. As afternoon fell, he knocked on the door so that someone might hear his pleas and get him out of there. At 8 pm on Friday, March 17th, 5 officials entered. They were well-protected, with helmets, shields, and batons. They sprayed him with pepper spray. After beating him for a while, they stripped him naked. They cuffed his hands and feet and tied him to a chair. They threw cold water on him; he remembers that he was very cold, the way it stung his face.
He remembers that one of them was filming everything–since they entered, pepper spraying, until they let him go. They said now we’ve finished our work with you.
Early in the morning of Saturday, March 18th, they released him from the chair and left him in an observation room.

The testimony of Juan Carlos adds to the mountain of evidence that ICA-Farmville must be shut down. In addition to having one of the worst COVID-19 outbreaks in the country which led to the death of 72-year-old James Hill in August 2020, ICA-Farmville has maintained a long pattern of abuse against people detained, including documented records of the use of pepper spray, persistent use of force by ICE officers, unjustified use of restraints, threats, and retaliation.
The Town of Farmville’s contract with ICE and Immigration Centers of America (ICA) is set to expire in September 2023. This contract has allowed ICA and the Town of Farmville to profit from detaining and abusing immigrants. People currently and formally detained, organizers, and advocates demand that the town of Farmville end its contract with ICE and ICA, and that every person detained be released into community, not transferred.
