VIRGINIA — On Tuesday, March 12, members of migrant rights and student organizations from across Virginia, people directly harmed by ICE incarceration, and Prince Edward County residents mobilized to the Prince Edward County Board of Supervisors meeting to demand that the County board reject a proposed contract with Immigration Customs Enforcement (ICE) and Immigration Centers of America (ICA)’s front company Abyon, LLC, to allow the operation of the Immigration Centers of America Farmville (ICA-Farmville) prison. The organizations have been amplifying the demands of people incarcerated at ICA-Farmville and their loved ones by demanding justice and freedom and the closure of this facility. Following years of organizing and exposing the violence of ICE and ICA, public pressure led the Farmville Town Council to announce that the town would no longer be counting on income from the contract with ICE and ICA in its upcoming budget.
This progress, though, was subverted by Prince Edward County officials who began backdoor negotiations with ICA’s front company Abyon, LLC, culminating in a discussion behind closed doors to initiate a contract with ICE and ICA’s Abyon LLC and a subsequent vote without public notice. This vote occurred without any meaningful public input, hearings, or mechanisms of government transparency, potentially in violation of Virginia Open Meetings Laws. Through this unanimous vote, Prince Edward County board members voted to align their county with a violent agency, ICE, and a private prison company, ICA–both of which have a long track record of brutality, abuse, and neglect. ICA-Farmville has been the site of multiple mumps outbreaks, deadly COVID-19 outbreaks, and constant violence from officials and guards. The contract positions Prince Edward County as a profiteer of incarceration, family and community separation, and ICE’s legacy of violence.
Members of community organizations delivered powerful testimony during Tuesday’s county board meeting, shedding light on the conditions at ICA-Farmville, uplifting personal experiences of the harms caused by ICE and ICA, and calling on elected officials to prioritize life-affirming initiatives instead of deadly incarceration. Despite the choice by Prince Edward County officials to enter this agreement, the organizations vowed to continue the fight to end the contract, shut down ICA-Farmville, and free everyone from ICE’s prisons.
Beatriz Batres, organizer with LaColectiVA, said:
“The way officials ignored local students, directly impacted people, and members of our coalition last night was disgusting. In an act disguised as ‘graciousness’, they repeatedly thanked us for coming to share our concern all while ignoring our demands and taking the topic behind closed doors to vote in favor of a contract with ICE. The prison and immigration system is outdated and they know it, but it’s a money making industry. Migrating is a right. They forget how extraordinarily resilient our communities are and this is not going to stop us. We demand the Prince Edward County representatives listen to their community, respect the lives of everyone, and not continue with the process of overtaking Farmville’s ICE contract.
Cady de la Cruz, President of undocUVA at University of Virginia, said:
“Instead of affirming this democratic value, Prince Edward County put us in a separate room so that the board members would not have to face constituents, even though we saw space in their main chambers. They didn’t acknowledge what we were there for, either when they spoke, in their actions, or on the agenda. To find out — after years of campaigning for a more humane community and safety for our peers and families and having driven down to Farmville for these meetings, missing classes and taking many hours out of our busy weeks in the semester because we know that the detention center is a threat to our classmates, our families, our community, and the nation at large — Prince Edward County made their decision away from public accountability, goes beyond disappointment.”
Sarah Gandam, President of the Asian Student Involvement Association of Longwood University, said:
“What the Prince Edward County’s Board of Supervisors have done is not only incredibly disappointing, but highly deceptive. The blatant disregard the board displayed towards their constituents and the immigrants in the Farmville ICE Detention Center shows how little they care about their community, and how much they care about lining their pockets. I believe this county has the ability to generate revenue without unethical ploys; however, it seems that they do not.”

VIRGINIA — El martes 12 de marzo, miembros de organizaciones estudiantiles y de derechos de migrantes de todo Virginia, personas directamente afectadas por el encarcelamiento de ICE, y residentes del condado de Prince Edward, se movilizaron en la reunión de la junta del condado de Prince Edward para exigir que la junta del condado rechace una propuesta de contrato con el Servicio de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés) y Abyon, LLC, la empresa fachada de los Centros de Inmigración de América (ICA), para permitir el funcionamiento de la prisión de los Centros de Inmigración de América Farmville (ICA-Farmville). Las organizaciones han estado amplificando las demandas de las personas encarceladas en ICA-Farmville y sus seres queridos, exigiendo justicia y libertad y el cierre de esta instalación. Después de años de organizar y exponer la violencia de ICE e ICA, la presión pública llevó al Ayuntamiento de Farmville a anunciar que el pueblo (de Farmville) ya no contaría con los ingresos del contrato con ICE e ICA en su próximo presupuesto.

Exigimos que los representantes del condado de Prince Edward escuchen a su comunidad, respeten la vida de todos y no continúen con el proceso de tomar el contrato de ICE de Farmville.

Creo que este condado tiene la capacidad de generar ingresos sin estos contratos que no son éticos; sin embargo, parece que estas son las decisiones que toman.”
