Ghana: One year after the election of Nana Akufo-Addo, there is a general upturn in the economy of the country.
Un taux de croissance [growth rate] en hausse, une inflation en recul [down, reducing] et une balance commerciale [trade balance] dopée [boosted] par les exportations d’or et de pétrole. L’économie du Ghana se porte relativement mieux, en dépit [despite] du déficit budgétaire.
A growth rate on the rise, inflation falling and a trade balance boosted by the exportation of gold and petrol. The Ghanaian economy is doing relatively well, despite the budget deficit.
Si le taux de croissance du Ghana en 2016 était de 3,3 %, celui de 2017, selon les prévisions [forecasts, predictions] du FMI pourrait se situer autour de 5,9 %. Au premier semestre [semester, half] 2017, le taux de croissance était de 6,6 %, son niveau [level] le plus élevé [highest] depuis 2013, même s’il reste [remains] loin [far]du record de 2011–14 %, grâce à l’exploitation pétrolière.
If the Ghanaian growth rate in 2016 was 3.3%, that of 2017, according to the forecasts of the IMF could be about 5.9%. In the first half of 2017, the growth rate was 6.6%, the highest level since 2013; albeit still lower than a record high of 14% in 2011 — which was due to the exploitation of petroleum.
Avec 565,2 millions de dollars (476 millions d’euros) décaissés [disbursed] par le FMI, le gouvernement a pu lancer [launch] un vaste programme de promotion de l’agriculture, avec des projets d’irrigation dans chacune des 275 circonscriptions [districts]parlementaires du pays. Arrivés au pouvoir en décembre 2016 après les huit années de règne du Congrès démocratique national (NDC) de l’ancien président Jerry Rawlings, Nana Akufo-Addo et son Nouveau Parti Patriotique (NPP) ont proposé dès 2017 une politique industrielle [industrial policy] qui commence à porter [bear] ses fruits.
With 565.2 million dollars (476 million euros) disbursed by the IMF, the government has been able to embark on a vast programme of promoting the agricultural sector, with irrigation projects in each of the 275 parliamentary districts of the country. Coming into power in December 2016 after eight previous years of the rule of the National Democratic Congress (NDC) of former president Jerry Rawlings, Nana Akufo-Addo and his New Patriotic Party proposed from 2017, an industrial policy that has started to bear fruits.
Secteur pétrolier
Les initiatives ne manquent pas. La promotion des produits made in Ghana, lancée [launched] timidement [humbly, quietly] en 2016, s’est accentuée avec le nouveau Programme national de redynamisation [revitalisation] industrielle, comprenant [comprising] un plan de relance [revive] de l’industrie ainsi qu’un plan national pour l’entrepreneuriat et l’innovation. Conjugué (combined) avec la politique (policy) agricole « Un village, un barrage (dam) », le projet phare [flagship]« Un district, une usine [factory] », même s’il n’a pas encore été véritablement [truly]mis en œuvre, vise à promouvoir [promote] une industrialisation décentralisée.
Petroleum Sector
There is no lack of initiatives. The promotion of made in Ghana products, quietly launched in 2016, have been been accentuated with the new national programme of industrial revitalisation, which is comprised of a plan to revive industries as well as a national plan for entrepreneurship and innovation. Combined with the agricultural policy of “ One village, one dam”, the flagship project “One district, one factory”, even if it hasn’t yet been truly implemented, aims to promote a decentralised industrialisation.

Le secteur pétrolier, gros [large] contributeur au PIB derrière les services et suivi par l’industrie et l’agriculture, a été relancé [relaunched] en 2017 après la forte baisse [reduction, drop] de production d’hydrocarbures relevée [noted] en 2016. En effet [indeed], les problèmes techniques [technical] survenus [occured] sur l’une des plus importantes plateformes de production et de stockage [storage] du pays ont été entre-temps [meantime] résolus [resolved]. L’arbitrage [judgment decision] en faveur du Ghana par rapport à la Côte d’Ivoire dans le conflit qui opposait les deux pays depuis 2011, confirmé en septembre 2017 par le Tribunal international du droit de la mer [international marine law court] (TIDM), devrait [should] largement doper [boost] les exportations ghanéennes. La réserve de pétrole dans la zone disputée est estimée à 2 milliards de barils.
The petroleum sector, major contributor to GDP just behind the services sector and followed by manufacturing and agriculture, was relaunched in 2017, after the strong drop in the production of hydrocarbons noted in 2016. Indeed, the technical problems which were suffered by one of the country’s most important production and storage platforms has in the meantime been resolved. The judgement in favour of Ghana over the Ivory Coast in their long-standing conflict running since 2011, confirmed in September 2017 by the International Court of Marine Law, should greatly boost Ghanaian exports. The petroleum reserves in the disputed area are estimated at 2 billion barrels.
Quant à [as for] l’inflation, alors qu’elle était de 11,9 % en juillet, elle a connu [knew]une légère [light]hausse à 12,3 % en août, après les 13 % déjà enregistrés [registered, recorded] en avril 2017. Globalement, l’inflation dans la deuxième économie de l’Afrique de l’Ouest après le Nigeria reste maîtrisée [under control], d’autant qu’elle [especially since] était encore de 15,4 % en 2016.
As for inflation, while it was at 11.9% in July, there was a slight increase to 12.3% in August, after the 13% already registered in April 2017. Overall, the inflation rate in the second largest West-African after Nigeria economy remains under control, especially considering it was at 15.4% in 2016.
Bémols
Toutefois [nevertheless], certains bémols [flats, dampers] sont observés dans cette embellie générale. L’État s’était fixé pour objectif de réduire son déficit public, de 8,7 % du PIB [GDP] en 2016 à 6,5 % en 2017. Un scénario désormais [now]improbable [unlikely] au regard de [in view of] la modicité [modesty, lowness] des recettes [income, receipts] fiscales, inférieures aux prévisions gouvernementales. Le déficit est notamment lié au ralentissement du secteur des services (3,7 % au premier semestre 2017 contre 6,6 % sur la même période en 2016), consécutif à la chute [fall] des profits des établissements bancaires [banking institutions] (–40 %).
Dampers
Nevertheless, some dampers are observed within the general upturn. The State had set a goal of reducing its budget deficit, from 8.7% of GDP in 2016 to 6.5% in 2017. A scenario which is now highly unlikely in light of the low amount of tax revenue, lower than the Government’s predictions. The deficit is specifically due to a slowing of the services sector (3.7% in the first half of 2017 versus 6.6% in the same period in 2016), consequent to the fall in profits of banking institutions (-40%).
