Understanding the Smugglers

This is a document (in Italian) filed by the Italian prosecutor, Andrea Bonomo, as a result of Operation Tokhla, which details the activities and movements of the smuggling ring responsible for the Ghost Boat—including information from wiretaps.

We have redacted the names of witnesses that are not yet public, as well as personally-identifying information such as phone numbers and addresses.
