Humans of the Procedure_Humans of the Procedure_The Humans of the Procedure descend into the city’s tunnel network at a set time everyday, except on days when they are not required to by their programmer. With their programmer’s generosity, they will be released at a set time in the evening. They will nonetheless have to return in the morning for another day of programming.

The Goblins_The Goblin nation people wander in the underground tunnels, free from any kind of programming. To the Humans of the Procedure, they seem unreal. Some even say these shadowy figures are from another dimension, and that they retreat together at night inside mysterious hidden tunnels, inside the Goblin Tunnels. According to legend, these Goblins meet in the Goblin Tunnels after midnight, gathered around their King. When all Humans of the Procedure shut their program down till the next morning, the Goblin King gathers his people around a pedestal for a caucus.

Nightly Caucuses_These meetings occur in a Goblin Tunnel created by the Goblin King. He calls these meets to re-energize his people and to update them on the state of the threat from the procedures. These nightly caucuses are vital to Goblins. Preparing to face the humans and their procedures before dawn is this nation’s last line of defence.

The Set Time_When the set time rings the new day’s programming, the Goblin People send out sentinels in the underground city tunnels to observe the procedures and guard their kingdom against a sudden invasion. The Humans of the Procedure speed in mass between programs, rarely distracted from their objective. To the Goblins, these masses with controlled behaviour is a growing threat. They have increased to unparalleled levels in the past few decades. Their numbers in the underground increase every day it seems — a sign of the Programmer’s great power. The Goblin People are in retreat everywhere. They hide in the Goblin Tunnels, waiting for a better world to emerge above.
