As described in the overview, there are two paths you can follow to sign up for Google Cloud Identity; this describes sign up via the Google Cloud Console.

Pre-requisites

Unmanaged Google identity

The identity needs to be unmanaged (eg. Gmail), ie. not already associated with a GCP organization, to be able to create a new project which isn’t yet associated with an organization.

  • This is because all projects created after the creation of an organization automatically belong to the organization.

GCP project owned by that identity

(which you’ll associate with your Cloud Identity organization later in the setup)

Billing account associated with that GCP Project

  • Create a billing account (trial doesn’t work)
  • The billing account used for the initial project to create the organization is exclusively for bootstrapping and not used for billing of projects or resources within the created organization.
  • If you nonetheless wish to use an existing billing account, you should be able to follow the process described here.
  • Associate the billing account with the project
  • You will then get this confirmation screen; nothing further is required here

Domain

Register a domain (eg. Google domain; requires a Google identity (can be gmail) for bootstrap)

For Google domains

  • Do NOT add GSuite users when you register the domain: the Cloud Identity sign-up wizard will fail.
  • Registering for G Suite establishes an indirect business relationship via Google Domains, so the wizard can’t establish a direct business relationship with Google Cloud for Cloud Identity licenses.
  • You will be prompted to provide an email address
  • This can be any pre-existing address; you just need to be able to use it from the same browser session from which you use your GCP project owner
  • Go to your email and verify your email address

Sign up for Cloud Identity

  • Select the Identity menu item; it is only available if you have a billing account (trial doesn’t work) and your project isn’t already associated with a domain. If you don’t see this option, the identity you’re using is probably a managed identity.
  • A confirmation dialog will provide an overview of next steps; select Sign-up
  • This will take you through a streamlined sign-up wizard
