Key Learning Moments:

[1] On Scheduling Issue: “This is my struggle”. (2.11) Scheduling on assets (both people and equipment) is difficult to coordinate among agencies, thereby reducing the effectiveness with which DHS is able to identify illicit maritime activities.

[2] “We can’t unf — k the system” — speaking that politicians pursue policies against the interest of the public (SB 54) and therefore limits the scope of the agencies’ ability to track and interdict these vessels (2.01)

[3] The Coast Guard is very much concerned with taking down the whole drug network. Specifically, with the “enterprise theory of investigation” — getting the network and not the low-level gang members. (2.12)

[4] To get the necessary changes so that agencies in the DHS have to share asset information, many believe that “requirements are the bomb” (2.12) and much be in place for change to occur.

New Hypothesis:

NEW HYPOTHESIS: Not sharing steady-state (that is, interagency asset allocation prior to identification) patrol schedules among agencies operations limits vessel identification

MVP:

Our vision is a single map of patrol schedules across agencies to reduce critical blind spots from overlapping patrols and increase response readiness to a threat. Additionally, encourage the DHS to implement a policy mandating cooperation.

Interviewees:

Interviewees 1–10 were interviewed by all four teams members. Interviewees 10–15 were interviewed by Perry, Josh, and Jacky. Interview 16 was conducted by Mike and Jacky.
