Filibuster is a semi-cooperative game for 3–5 players acting as Senators in the minority party in the United States Senate. The Senate Majority is trying to pass a series of wacky policies and it is up to the players to prevent them from passing using the Filibuster. Players elect a leader among the group to enact the Filibuster, using any crazy means necessary to stall the vote and prevent the policy from passing. Meanwhile, the other players act behind the scenes to support the leader through passing actions or assisting in other ways, gaining their own influence along the way.

The object of the game is for players to successfully block 4 out of 7 policies from being enacted and to be sure to gain the most influence during the game in order to be deemed the winner.
