A simple, minimal cost way to reduce road speeds: post signs & enforce stopping before right on red

The interesting bits of the law (feel free to skip this paragraph if you aren’t interested) are “Vehicular traffic facing a steady circular red signal alone shall stop at a clearly marked stop line, but if none, before entering the crosswalk” and “vehicular traffic facing any steady red signal may cautiously enter the intersection to turn right, or to turn left from a one-way street into a one-way street, after stopping as required by subdivision (3)a”.

Why is this dangerous? When automobiles have a red light, pedestrians have a green light. If a driver is only looking left he will not see the pedestrians who actually have the right-of-way from their right. The pedestrian right-of-way is the reason the driver is required to full-stop and assess the situation.
