The second HOPR DAO experiment has begun! The discussion phase is now live in the HOPR forum, using rules mostly carried over from the previous experiment. Head over there now to participate in the discussion, make and sign proposals, and earn HOPR Boost NFTs and a share of up to 50,000 HOPR tokens!

The discussion will run until October 18th. This will be followed by the referendum phase, and then proposals which gather enough signatures will be put to the vote on October 19th — 21st.

Note that anyone can participate in this experiment, even if you don’t currently have HOPR tokens. For the vote, only HOPR token holders (including staked tokens) will be able to participate.

The Topic

The topic for this experiment is:

“How should the fees generated from the Balancer Liquidity Pool and the Uniswap v2 pool be used?”

As a result of the HOPR token launch and providing liquidity on Uniswap v2, the DAO has earned 168,763 DAI and 485,355 HOPR tokens. That’s around $300k of funds to spend on boosting the HOPR token and project.

Two Currencies, Two Processes

This time, we’ll be dividing the topic into two parallel discussions (and votes), covering the HOPR token and DAI portions of the budget separately.

The DAI portion of the process will be very open. You can propose basically anything you like, as long as it’s possible, legal, and works to promote and improve the HOPR project and ecosystem in a meaningful way (so no airdrops). These proposals will be advisory, because we’ll need to take independent legal advice on what can actually be done (DAO law is complicated and still being written). But we’ll have another DAO consultation ASAP to actually implement the winning proposals.

To get started, head to the forum and start discussing how you think the DAI should be spent. Once you have a proposal, create a new thread with “PROPOSAL: [SHORT DESCRIPTION]” as the title, followed by a full explanation of your proposal and how it will benefit HOPR. Valid proposals will be marked as such by the moderators and moved to the dedicated proposal thread. Proposals which receive sufficient signatures (likes) from the community will move forward to the referendum phase on October 18th.

For the HOPR part of the vote, we’ll be holding a more narrow discussion. The HOPR Association has come up with eight proposals for how to spend the HOPR tokens. We’d like your help whittling them down to four. Here we’re prioritising proposals which use HOPR tokens as HOPR tokens. We don’t intend to liquidate them for funds, especially when we have plenty of DAI for that purpose. So these are all proposals where it makes sense to spend or distribute HOPR tokens in their own right, not just as a proxy for dollars.

The full proposals can be seen already on the forum. We invite you to discuss them and ask questions. Someone from the HOPR Association will respond and we’ll update the proposals to add more details where it makes sense. This will be a collaborative process over the course of the week, and then the finalised proposals will be put to a vote on Oct 19th — 21st.

At the end of the vote, the four top proposals will be implemented using the budget, split 40/30/20/10.

Incentives

As before, we’re incentivizing the governance experiment. Meaningful contributions will be rewarded with HOPR NFT Boosts and a share of 50,000 HOPR tokens. Our bespoke data plugins run in the background on the forum and assess contributions. Points are awarded for posts, likes and creating and signing proposals. We’ll be using a slightly modified version of the system we used last time, which generally rewarded the users we hoped it would. There are no HOPR token incentives for participating in the vote, although all vote participants can earn at least a Bronze NFT Boost.

We’ll be actively moderating the discussion to keep things moving smoothly, and representatives from the team will be in the forum regularly to answer questions on behalf of the HOPR Association.
