The reason the area is kept mowed is so you can spot the riparian copperheads & possums before it’s too late & they’re on ya. The strangely-placed sidewalk is part of the “Huntingtonians, Move!” initiative undertaken in response to the city’s famously poor health statistics.

The traffic cone gives you an idea of how awesomely huge the bridge pier is.
