How the lucky draw system for 113th National Day of Bhutan is designed

We live in uncertain times and the year 2020 has tested the very core of our existence. The Coronavirus disease (COVID-19) pandemic that originated from Wuhan has spread around the world infecting 67.78 million and killing 1.55 million people. It brought in an unprecedented change to our work, home and social life. The “New Normal” is the way of life now.

Every year on 17 December, the national day of Bhutan is celebrated across the country. It is a day for every Bhutanese to come together and reflect on the struggles our forefathers had gone through to safeguard peace, prosperity and security of the nation. The upcoming celebration is also a time to thank the countless frontline workers and those working behind the scenes to fight the pandemic.

The “Lucky Draw” used to be one of the crowd-puller programs of the national day celebrations. The winners get to receive prizes from Their Majesties, an honour for any Bhutanese. In light of the pandemic, the 113th National Day of Bhutan will be held virtually on 17 December 2020. However, the lucky draw will be part of the celebration like any other year.

To be eligible for the draw, users must either register using the Druk Trace app or send an SMS to the telecommunication operator before 17 December 2020. Bhutanese living outside can get the one-time password (OTP) from the Druk Trace Portal to register on Druk Trace app.

On 17 December 2020, different QR codes will be displayed for certain duration at separate intervals during the live telecast if the celebrations. Users opting for SMS will have to send the text displayed below the QR code to 1907. Only the users who have scanned both QR codes or send both the messages will be eligible for the draw.

How to Register?

There are two ways to register for the event: Druk Trace app and SMS. To register using SMS, you can send a message comprising of the letters ‘REG” and your citizenship identity number (CID) to 1907 as “REG YOUR_CID”. The aggregator system will collect the data from the respective telecom operators.

To register using the Druk Trace app, the app has to be updated to the latest version (3.0). Under the Account tab, click on the button labelled “Register for National Day Lucky Draw.” You will be asked to agree to the Terms of Reference (ToR) for the draw. If you agree, you will have to enter your CID, the country from where you will be joining the celebration and city/dzongkhag. The submitted CID will be validated against the official records to confirm their correctness.

Druk Trace Portal

For those residing outside Bhutan, you can obtain the OTP using the Druk Trace Portal at www.druktrace.gov.bt . The CID submitted will be validated and you will receive a dummy phone number and an OTP. You will have to use these credentials to log into the Druk Trace App. Once inside, follow the steps in the earlier paragraph.

Users have to register before 17 December 2020 to be eligible for the draw.

How to Participate?

On the day of celebration, QR codes with a label underneath will be displayed for a certain duration during the live telecast. Few such QR codes will be displayed at various intervals. Since the live telecast will be broadcast live on social media platforms, users residing outside can access the Qr codes on Bhutan Broadcasting Service (BBS) social media pages.

If you are using SMS to participate, send the label displayed below the QR code to 1907. On the other hand, you can also use Druk Trace app to scan the displayed QR code.

How will the winners be selected?

To be eligible for the draw, users will have to either scan or send SMS for all the displayed QR codes. For instance, if one QR code is displayed after the national anthem is sung and another one is displayed before the Tashi Laebey, users have to scan both the QR codes or send the labels associated with the QR codes on both occasions. If a user scans the earlier QR code and sends an SMS for the later QR code, s/he would still be eligible for the draw.

The aggregator system will aggregate data from Druk Trace, Bhutan Telecom and TashiCell and create a list of eligible users. This filtered data will then be used by the Lucky Draw System (LDS) to select the winners. The selection system will pick every character of the winner’s CID randomly.

Technical details behind the system

As shown in the diagram above, the system has been designed to cater to various users. Users without a smartphone or those having an issue with Druk Trace app can use the SMS channel. Users send SMS to the respective telecom operators and the operators in turn feed the Data Aggregator System (DAS). The Data Aggregator system validates the CID received from the operators using the Government Datahub.

For those residing outside Bhutan, sending the SMS is not a feasible way. Therefore, a Druk Trace Portal has been developed. Users will have to enter their CID which will be validated for correctness using the Government Datahub. Once the CID is validated, the portal will provide a dummy phone number (18*******) and an OTP. Users can then use this dummy phone number and OTP to register on Druk Trace App.

Users residing in Bhutan can use the Druk Trace app to register for the draw. Under the Account tab, a green button will be displayed asking users to register for the national day lucky draw. Users will have to enter their CID, country, and dzongkhag/city from where they will be joining the celebration. The Druk Trace system will validate the submitted CID with the Government Datahub.

The Druk Trace system will feed the scan data to DAS. The DAS will filter the entire data received from Druk Trace, Bhutan Telecom, and TashiCell for eligibility and create a master repository of eligible users. This master repository will be used by the Lucky Draw System to check for winners.
