Earlier this month Iran and Russia inked a sweeping new treaty, cementing something some call one of the most significant geopolitical shifts of the decade — with the world watching. Shared grievances against the West and the will to write new rules of global power have brought leaders Vladimir Putin and Masoud Pezeshkian together side by side.

This wasn’t about a public handshake and a photo op.It was a declaration, alright — economic, military and political. The treaty applies for over two decades and includes provisions for military cooperation, energy sharing, and infrastructure cooperation around the neighborhood of the country, according to reports. It is a lifeline for two nations ever more isolated by sanctions. It’s warning for the rest of the world.

This partnership needs to be understood in terms of the motivations. Chastened by its war with Ukraine, Russia is now cut off from Western financial systems and technology by crushing sanctions that have prompted it to sue Canada and Sweden at the International Court of Justice over those nations’ NATO bids. Until now, Iran, reeling under decades of U.S. led sanctions and international scrutiny over its nuclear program, has sought allies who can help balance Western pressure.
