To be eligible for a Permanent Resident Visa, an applicant must demonstrate his/her will to live in the country through one of the following commitments:
Spent enough time in the country: An applicant must have been in the country as a resident for 184 days or more in each of the two 12 month portions of the 24 months immediately preceding the application.
Business in New Zealand
If an application has obtained residence under any valid immigration category and established a business at least a year ago which is benefiting the country.
Established base: If you have been in the country as a resident for a total of at least 41 days in the 12-month period and all the sponsored family members have resided in the country for a total of at least 184 days in the two-year period. Also either,

OR
He/she has been employed in a full-time paid employment for a total of at least nine months in the two-year period.

• A residence visa or has held one in the last three months from at least two years.
• Has met any conditions that the residence visa is subject to under section 49(1), Immigration Act.
• Good character
