Why do we need a second layer?
Not harming nature including all creatures is the main purpose of this utopia. Artificiality should not damage to the natural balance. As a result, the surface has been duplicated.
Artificial human (evolved creatures) formations that can harm nature are located on a completely different surface. However, relations between the two layers continue. Gliding creatures are not separated from the nature. Only the relationship type has changed.The bottom layer is now used only for agriculture.
