Contracting opportunities to support our ACP outreach efforts
Increasing internet access and affordability is one of our team’s highest priorities as we work to help empower residents to thrive. One of the greatest tools we have to make it a reality is the Affordable Connectivity Program, a federal initiative created in 2021 that provides families with up to $30/month discounts on broadband service as well as up to $100 off a computing device. Throughout the country, ACP uptake is low, and South Bend is no exception. Education Superhighway estimates that only 35% of eligible households in South Bend are on the ACP.
This year, the City was awarded two grants from the FCC under our Creating Connections ACP Outreach Program to promote the ACP to South Bend residents. Our team is looking to contract with two providers that will offer services at the core of this program.
ACP Assistance Lead
The City is contracting with one ACP Asssistance Lead to provide project management services across the Creating Connections program. The ACP Assistance Lead will help coordinate ACP navigators, a contracted outreach team, and community organizations to ensure the goals of our outreach program are being fulfilled.

ACP Outreach Team Navigators
The City is also contracting with two ACP Outreach Team Navigators who will directly engage South Bend residents to encourage ACP signups. Navigators will promote the ACP at events, communicate with residents via individualized outreach, and walk residents through the signup process.
