Google has a project in the works that is world-wide. It’s called Project Loon and it plans to bring Internet access to the globe. The detail of how the project will work can be found at https://www.google.com/loon/. They will use balloons positioned in the stratosphere that will carry the required electronics to communicate with Internet antennas on the ground. The electronics will powered by solar panels attached to the balloons. The project began in June of 2013 with some tests in New Zealand and has slowly moved on to other locations. The project is still in early testing. Their next step is to have a ring of balloons in the southern hemisphere so that there is uninterrupted connectivity there. This is a massive project and there is bound to be setbacks. A recent hurdle to overcome is in India (full article here http://recode.net/2015/12/14/a-potential-blow-to-googles-project-loon-indian-official-throws-water-on-internet-balloons/). Google is considering India for early testing but the stratosphere where the balloons are deployed is also where India has its cellular operations. Many Indian officials fear cellular interference and have security concerns. Google is working on an agreement with the Indian government on a compromise but assures them that Project Loon is safe and has worked with other telecommunications. It will probably be several years before the project is completed but could have massive effects on third-world countries.
