I suspect that, if you polled any of the people walking into the park and asked them how they thought they would react to various people stealing bikes, everyone would say that they would treat all of these people the same. Additionally, if you polled people as they were leaving the park, they would probably say that they would have treated anyone else the same way they treated whoever it was they saw. It’s not that every individual in this video is racist and sexist and terrible, it’s that as a group they are racist and sexist and terrible. And that’s much hard to (a) demonstrate, especially in a way where individuals feel culpable, and (b) fix. Unless everyone takes a stake
