Open Letter to President Obama; Stop HR158

From: A group of Iranian citizens residing around the Globe

Dear Mr. President:

جناب آقای اوباما،

با توجه به اینکه کنگره آمریکا قانون محدودیت سفر برای دارندگان تابعیت دوگانه اروپایی و ایرانی را با حمایت شما به تصویب رسانده است، ما جمعی از شهروندان ایران ضمن اعلام اعتراض شدید خود نسبت به اتخاذ چنین سیاست‌ خصمانه‌ای علیه مردم ایران، موارد زیر را به استحضار جنابعالی می رسانیم:

Since the Congress of the United States has legislated the bill H.R.158, which imposes tighter visa restrictions on the people of certain ethnic backgrounds, including Iran, with your support, we, a group of Iranian citizens, came together to express our strong objection to this hostile policy against Iranians. We would like to inform Your Excellency the followings:

۱. مصوبه اخیر مستقیما به منافع ملی و کرامت انسانی شهروندان ایرانی و همچنین روند ترمیم روابط ایران با جهان آسیب می‌رساند. این مصوبه نه تنها برای ایرانیان با ملّیت دوگانه محدودیت‌هایی ایجاد می‌کند، بلکه همچنین محدودیت بی‌سابقه‌ای نیز برای شهروندان اروپایی که قصد دیدار از ایران و یا سرمایه‌گذاری در این کشور را دارند، ایجاد می‌کند. همچنین محدودیت صدور روادید، مانعی در برابر تبادلات فرهنگی و علمی بین دو ملت ایران و آمریکا خواهد بود. این امر در تقابل آشکار با ادعای دوستی شما با مردم ایران و ادعای حسن نیت تان برای بهبود بخشیدن به روابط با ایران است. مردم ایران حق خواهند داشت با توجه به خاطرات تلخ گذشته، به اظهارات شما به دیده تردید بنگرند و آینده‌ای چندان روشن در روابط ایران و آمریکا متصور نشوند.

1- The recent legislation directly harms Iranian citizens’ national interests and their human dignity, and impedes the restoration Iran’s relations with the world. The legislation not only imposes restrictions on Iranian dual citizens, but also significantly constrains Europeans who wish to travel to Iran or to invest in Iran. Moreover, the legislation would be a hindrance to cultural and academic exchanges between Iranian and American nations. The legislation is in stark contrast to your claim of friendship with the Iranian people and your claim of good intentions towards improving relations with Iran. Considering the bitter memories of the past, Iranian people are right to doubt your claims and not be optimistic about a bright future for the relations between Iran and the United States.

۲. معتقدیم گنجاندن نام ایران در این مصوبه ماحصل تلاش مخالفان “برجام” است. این گروه در سایه نگرانی های امنیتی موفق شد به توافق هسته ای ضربه وارد کند و نوع جدیدی از تحریم ها را بر ایران تحمیل کند. نامه وزیر خارجه شما درباره انعطاف پذیری دولت آمریکا دربرایر این مصوبه اگرچه امیدوار کننده است اما به تعهدی رسمی تبدیل نشده و نمی تواند تضمین کند رییس جمهور آینده آمریکا به آن متعهد بماند.

2- We believe that including Iran in the H.R.158 bill is the result of JCPOA’s opposition efforts. The JCPOA’s opposition group succeeded in harming the Iran Deal, and in imposing a new version of sanctions against Iran, in the shadow of security issues. The recent letter by the United States Secretary of States claiming the government of the United States has flexibility towards this legislation could be a hopeful sign; however, it has not turned into an official commitment and cannot guarantee any commitment to this promise by the next President of the United States.

۳. هدف از این مصوبه، تأمین امنیت بیشتر امریکا در برابر تروریسم عنوان شده است. حال آنکه هیچ سابقه‌ای از اقدامات تروریستی ایرانیان در خاک امریکا وجود ندارد. طنز تلخ ماجرا آن است که این دغدغه امنیتی باعث تغییر سیاست های شما در قبال پشتیبانان مالی، لجستیکی و اطلاعاتی سازمان های تروریستی نمی شود و این کشورها همچنان متحد شما در جنگ با تروریسم باقی می مانند. این مصوبه به جای مجازات دولت های حامی تروریسم، ملت هایی که خود قربانی تروریسم بوده اند را مجازات می کند.

۴. باور داریم راه انداختن جنگ های متعدد در خاورمیانه، مسلح کردن انواع گروه های شبه نظامی جهادی، اتحاد با کشورهایی که نقش بی بدیل در حمایت از تروریسم و افراطی گری داشته اند، کشتار مردم بیگناه در خاورمیانه توسط هواپیماهای بدون سرنشین و پشتیبانی از ۶۷ سال سیاست های جنایت کارانه بر علیه مردم فلسطین، تنها گوشه ای از سیاست های دولت شماست که نقش موثری در گسترش تروریسم در خاورمیانه داشته اند و باید در اولویت بازبینی قرار گیرند.

آقای رییس جمهور، درست در همین لحظه که جهان نگران از حمله های تروریستی ست، ائتلافی از متحدان شما به مدد سلاح ها و پشتیبانی شما مشغول ویران سازی یمن هستند. این ائتلاف همان پشتیبانان پنهانی سازمان های تروریستی در عراق، سوریه و افغانستان اند. دور نیست روزی که یمن نیز همچون عراق و لیبی به بهشت تروریست ها تبدیل شود. از شما دعوت می کنیم به جای همراهی با اقداماتی که منجر به بی اعتمادی میان دو ملت و مجازات عمومی کلیه شهروندان ایرانی می شود، به زمینه های واقعی ظهور تروریسم توجه کنید و اراده ای واقعی برای حل مشکل به کار گیرید.

3- The purpose of H.R.158 legislation, as it has been announced, is to further secure the United States against terrorism; But, there is no record of Iranians’ involvement in terrorist acts on the American territories. The irony is that security concerns do not change your policy towards financial, logistical, and intelligence supporters of terrorist organizations, and the countries that support terrorist organizations remain your allies in the fight against terrorism. The legislation punishes the nations who themselves have been the victims of terrorism, instead of punishing the governments supporting terrorism.

4- We believe that initiating multiple wars in the Middle East, arming various paramilitary Jihadi groups, alliancing with countries that have undeniable role in supporting terrorism and extremism, massive slaughter of innocent civilians across the middle east with drone strikes, and supporting sixty seven years of criminal policy against the people of Palestine are just few examples of your government’s policies that had significant impact on the spread of terrorism in the middle east, and should be in priority of revision.

Mr. President, at this very moment that the world is concerned about the terror attacks, a coalition of the United States’ close allies is destroying Yemen with the help of your weapons and support. The so-called coalition is the latent supporter of terrorist organizations in Iraq, Syria and Afghanistan. Yemen is not very far from becoming terrorists’ next paradise, like Iraq and Libya. We invite you to make a true will to seek effective counter-terrorism solutions instead of taking part in actions that eventually lead to mistrust between the two nations and imposes collective punishment on all Iranian citizens.
