The United States Congress is once again divided. Democrats control the U.S. House of Representatives, while Republicans have a majority of seats in the United States Senate. The leadership of both parties is beginning to promote their agenda, while President Trump will weigh in with his administration’s priorities when he delivers the annual State of the Union Address before a joint session of Congress on Tuesday, February 5.

The legislative agenda in 2019 will play out against the backdrop of several political candidates preparing or launching campaigns for the U.S. presidency in 2020, as each party looks to define the issues that will influence the American electorate. Because neither political party can pass legislation through both chambers on its own, compromise and cooperation among members will be essential to advance initiatives in key policy areas.
