This is a puzzling question, since surprisingly at entry level to IIT we find many students from SC/ST/OBCs enrolling, but at PhDs, there are hardly anyone from these communities.

The details of the application received, accepted and acceptance rate of the candidates from the Scheduled Caste (SC) and Scheduled Tribe (ST) communities in Ph.D programmes at the Indian Institutes of Technology (IITs) are as under: -

The key factor is that applications are received but most of the time SC/ST students are not accepted to PhD programs

So clearly out of 25007 PhD scholars admitted in all 23 IITs in the last five years, only 9.1% were from the SCs, 2.1% were from STs. So the government mandate of reservation is not followed.

It was also noted that 13 of the IIT did not comply with OBC reservation, 22 of them did not comply with SC/ST reservation.

In all the IITs more than 75% of the candidates were Non SC-ST-OBC. This needs to be changed and sufficient opportunity should be provided to SC/ST/OBC students to enroll in PhD programs at IITs
