I saw this video when it first came out, I watched it multiple times because I thought it was hilarious. But focusing on the more important question, is it effective? No, I don't believe that it is. I think that it is a very satirical way to approach an issue that has been a large problem, but I don't see this video changing the mind of anyone who has decided to not wear a mask. I work in retail, and I have seen the good, the bad, and the ugly of people refusing to wear masks. There is not a single person that I talked to about putting a mask on in my store that I think would be swayed by this video. The basic message of the video is implying that people who aren't wearing masks have less intelligence, or need to be talked to in a dumbed-down way to understand why we need to wear masks. While it is a very entertaining video, and people who are on the side of wearing masks could find it funny for calling out people who don't wear masks, I doubt it would change anyone's’ mind on the subject.
