As you can see, TOP projects ranked by the number of active users are mainly exchanges, games or high-risky hypes. The project that is currently TOP-1 in the list was launched less than a month ago. And despite it has all the signs of a pyramid scam, it takes the first place in this rating having attracted over 3 thousand contributors. So this criterion can hardly be decisive for identifying DApps as the best ones. Meanwhile there are more DApps which are not in the list but noteworthy.
