Rafael Meer
Rafael is a partner of the Meer Meer & Meer Law office. He is a corporate and M&A lawyer who also works with emerging companies, founders, and venture investors. Rafael has been admitted to the Philippine Bar in 2009 and qualified for admission to the New York Bar in 2018.
His practice focuses on mergers and acquisitions, corporate as well as media and technology law. He has represented technology start-ups on multiple funding rounds with investors from the Philippines, Southeast Asia, and China. He has also drafted a legal primer for startups in the Philippines, which was published and distributed by incubators and accelerators, where he has also given lectures.
Rafael advises local and foreign clients on corporate structuring, mergers and acquisitions and a wide range of commercial and regulatory matters. These clients include those operating in new media platforms such as developers, digital marketers, advertisers, and retailers. He has extensive experience in the field of aviation, having advised domestic and foreign entities in connection with aircraft financing transactions and deals for aircraft leasing, import, and export.
He has worked with representatives of airlines, banks, and financing companies. Rafael has significant transactional experience, regularly advising on the sale and purchase agreements, investors’ rights and directors’ obligations as well as equity and debt issuances. He represents clients before the Philippine Competition Commission, the Securities and Exchange Commission, and other government agencies.
Rafael received his Master of Laws with Harlan Fiske Stone Honors from the Ivy League Columbia Law School in 2018. He’s also been accredited in Bitcoin and Cryptocurrencies and Blockchain Technology courses by University of California, Berekely.
