It’s beachfront near the coast of San Francisco. There is some strange debris washed over to the shore. The public gathers around the strange package. The media was alerted about the incident and they were also present in the scene. FBI was called to investigate the debris. The next day every news agency got a circular from the government not to publish an article on the incident. The debris washed were rubber cloth, some sandbag and a “BOMB”

After the Japan attack on Pearl Harbor USA was on high alert on any possible surprise attack by Japan. After the loss of the Battle of Midway Japan went on a defensive mode. Japanese Navy concentrated its action along with mainland Japan and its neighboring islands. Japanese secret military intelligence was insisting on a covert attack on USA soil. Such action will demoralize the people of the USA and impact the war efforts in the USA.

The covert operations includes bioweapons and chemical weapons attacks. The logistics were not in favor of Japan as the Japanese navy operation is restricted in the Pacific region. Aircraft technology has not grown much to fly across the Pacific to the USA and to come back. Japanese secret intelligence came with a plan to sending Hydrogen Balloon carrying bombs to the USA
