General Member of the Public Report

Observer name(s): Roanne Toretsky

Location: City Hall, Room 400

What meeting did you attend (name of the body, whether it was a regular or special meeting, etc)?

San Francisco Police Commission, regular.

Agenda.

Supporting documents.

Minutes.

Did you attend the whole meeting?

Yes

Tell us about public input: Did it happen? How was it conducted? Did it seem adequate?

At the start of the meeting President Hirsch limited public comment to 2 minutes. The public was invited to provide input during the meeting. Two members of the public offered input. One member of the public provided comment around the increased number of traffic collisions. Another member of the public provided a general comment regarding the late Public Defender, Jeff Adachi.

Tell us about the government: who was there? Were they attentive? Were they prepared? Were they courteous with each other and the public?

In attendance:
Robert Hirsch, President
Damall Taylor, Vice President
Commissioner Petra DeJesus
Commissioner Thomas Mazzucco
Commissioner John Hamasaki
Commissioner Cindy Elias
Commissioner DionJay Brookter
Chief of Police, Chief Scott
Director of Department of Police Accountability, Paul Henderson

The Commissioners were attentive and inquiring during the presentation of the Early Intervention System 4th Quarter 2018 Report. An abundance of data was presented, with very few conclusions. Commissioner Brookter pressed for a statement of trends or executive summary. The formal report from a University of Chicago research team is forthcoming. Commissioners expressed their displeasure at the amount of time (3 years) it has taken the University of Chicago deliver an analysis.

Want to tell us anything else: about the process used, the content of the meeting, decisions made, adherence to laws and regulations, etc?

During the commissioner report section of the agenda, two commissioners, Brookter and DeJesus, provided a report of some of their activities that week. In a previous meeting I attended, the President indicated he wanted each Commissioner to share with the public what they have worked on since the last meeting to inform the public of the day to day work of Commissioners. It is unclear to me why all Commissioners did not offer a report this week.
