League of Women Voters of San Francisco Observer Corps Report

Official League Observer name(s): J. Waggoner

Location: 630 Valencia St, San Francisco CA 94110 (Community Room)

What meeting did you attend (name of the body, whether it was a regular or special meeting, etc)?

Mission Police District, Regularly Scheduled Community Meeting

Did you attend the whole meeting?

Yes. They start and end on time.

Tell us about public input: Did it happen? How was it conducted? Did it seem adequate?

The agenda was packed so full that discussion during the meeting wasn’t adequate and so many people wanted to talk to the government reps after the meeting that it was intimidating and required you to wait in a queue for each one, without group discussion.

Tell us about the government: Who was there? Were they attentive? Were they prepared? Were they courteous with each other and the public?

Captain Caltagirone, 4 uniformed officers, and several plainclothes police. Many representatives from the Earthquake Safety Response Board, including Assistant Deputy Fire Chief Tony Rivera. Supervisor District 8 staff Tom Temprano attended the entire meeting and introduced Jessica Closson as the new Public Safety Liaison; Supervisor Rafael Mandelman arrived later in the meeting. They all were upbeat, attentive, courteous, and efficient but a bit rushed.

Want to tell us anything else (about the process used, the content of the meeting, decisions made, adherence to laws and regulations, etc)?

This is now a pattern from the last few meetings: Captain Caltagirone opens the meeting with a concise, quick handling of known public concerns. He allows a few minutes of discussion, but asks people who want to discuss any issues further to stay after the meeting or contact him directly. Most of the meeting time is spent with presentations from government. This is a fairly one-way meeting, and the topic(s) are not known in advance. The station currently lists general information about the meeting on the website. It would be an improvement to have the station list the event in the online calendar with an agenda, so the community knows at least who the guest presentation will be, in advance. The station newsletter consistently is printed and available at the meeting. It is great to see this regularly happening now!
