Let's get straight to it. Cooling pads are just bad for laptop components! The pad will just blow a lot of air (and dust) inside your laptop, causing some sensors inside thinking they are cool and can carry on stressing the computer.

If a laptop is overheating, then it means there's something wrong with its cooling system. Placing your laptop on a cooling pad will fix this problem temporarily and may cause problems in the near future.

Your laptop needs a service from time to time, like your car. Most of the laptops are being abused and used for years before anyone will take care of them.

From my own experience, thermal issues are caused by 3 factors:

How to keep a laptop from getting dust inside?

As you may have guessed, stop using thermal pad for sure. To be clear, we are removing a cooling pad, but there are steps we need to take. One of the steps is to increase the spacing between a flat, desk surface and the laptop. This will allow a better air circulation and let the air go out with ease. You can get creative: use a book or get one of those fancy laptop stands.
