Facebook allows you to deactivate your account just in case you decide to come back. They will not simply let you delete your account to start a new one with another email address. There are people that might want to delete their account and start over. Maybe they want to leave to make new friends and there may be too many to block like family and old school friends. If you want to get away from family and old school friends, it is better to delete the account rather than block everyone. That way, argument won’t get started.

There are people online hacking other people’s accounts and pretending to be those people when they are not. It is important to Facebook that they know who you are. They want to know your telephone number. Just a password is not good enough. If it’s not one thing, it’s another.

It is against the rules to have more than one account. It is said that if Facebook finds out that you have two accounts, they will delete them both. I do not see what the big deal is and why they will not let you have two as long as you are not causing any trouble. They ought to let you merge your accounts together by letting you log in and out of two like other Facebook apps do. Then we won’t need but one Facebook app and that’s Facebook itself.
