We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

Article I

Section 1

All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.

The people of the United States shall elect a new Congress every four years. The people of the United States shall elect a new Congress whenever Congress cannot form a government.

Members of Congress must be citizens of the United States with no significant criminal record who can achieve a security clearance. Members of Congress must be citizens of the United States who are between the ages of 25 and 75 years of age.

Section 2

The House of Representatives shall consist of members representing states and districts.
