One of the few reforms to the global spy system Obama has opted to adopt is adding a people’s advocate to the secret FISA court, which rubber stamps nearly every surveillance request made. In theory, this advocate will argue against wiretap requests that are unreasonable and unconstitutional. Whether they have any degree of success will most likely be a highly classified secret.
