Watershed management units (WMUs) within an ecoregion will share regional concerns and information. The Coos WMU (one of some 25k WMUs worldwide) is in the Pacific Northwest Coast Range ecoregion. The current state of Oregon contains 85 WMUs currently occupied (degraded) by Modern humans.

Within each WMU, renormalizing humans live in communities of up to 50 members (20–50 range, 28 mean). Communities would include family groups, up to 13. A large WMU with enough recourses to support up to 2,500 people could have up to four districts of up to 13 communities (or seven districts of seven communities each). The numbers are not determined by political consensus, but by human ecology norms of what works long term per the nature of things (human biology/ethology).

Regionally associated WMUs will be more likely to trade and otherwise interact. Up to 13 WMUs are likely to auto-organize to communicate and seek agreements on the systemic management of the humans within the ecoregion they depend on. One WMU may include two or three ecoregions as their boundary is fuzzy.

There may be more than 13 WMUs or districts of WMUs in an ecoregion, i.e. 2 or more sub-ecoregions. The dynamics of decision making groups favors a group size of 7–13 (a district), so groups of 13 representatives is not exceeded. The Rule of 12 is avoid exceeding 12, but 13 may be considered on occasion (i.e. more is not better).

Sapience is the capacity to know your limits (bio-social-physical-eco-cognitive-economic), limits that the nature of things (systems) selects for, and to remain within them. For groups of 7–13, dyad numbers (measure of social complexity) rapidly increase ( 2 people → dyad 1, 3 → 4, 4 → 6, 5 → 10, 6 → 15, 7 → 21, 8→ 28, 9→ 36, 10→ 45, 11→ 55, 12→ 66, 13 →78, 14 → 91 or over 4x more than 2 groups of 7). Smaller groups than 7 may have too little breadth of experience/ability.

If more than 13 ecoregions are within a bioregion, then the bioregion will auto-organize into two or more sub-bioregions to organize information gathering/assessment needed for systemic management of humans.

If there are more than 13 bioregions in a sub-ecolate (aka sublate), then a sublate region will have two or more sub-sublates. Globally, due to geographic limits (boundaries), there are seven ecolates and 30 sublates.

Ecolates, Sublates, Bioregions, and Ecoregions are administrative systemic management areas, not political entities.
There are no sovereign individuals, communities, watershed management units in a nature centric world system.
Humans listen to Nature who has all the answers about what works to persist long term.

Global population will likely be in a range of 7–35 million range, but there is no global population management. Population is managed only at a family/community/WMU level. No WMU can export surplus population. Failure to manage a WMU (e.g. as evidenced by starving children) results in it being declared a failed WMU.

The systemic management is of humans by humans who listen to the nature of things (e.g. observational ecologists, ethologists) that determines what works long term within each WMU. Per pre-expansionist human biology norms, communities (bands) are managed by the mothers. Large groupings of humans (modern norm) selects for hierarchy that selects for patrifocal (alpha-male) conquest r-culture.

No part of Nature’s world, the Gaian system/biosphere is managed — from a small wetland or grove of trees to a continent or the global biosphere. Humans can only manage human demands (a K-culture norm) on Nature’s resources to remain comfortably within environmental carrying capacity such that no degradation of a biota is detectable, e.g. not causing species extinction and not preventing new species from evolving to replace those already lost to the Anthropocene mass extinction event.

When a WMU fails, it will remain fallow, unoccupied by humans, for 500 years or more to allow for recovery of the entire watershed. Human occupancy will then be managed to cause no loss of biodiversity (or reduction of its rate of increase in recovering biomes) or extinction, nor prevent populations evolving into new species as the epochs pass. Systemic management is not time blind, energy blind, systems blind, nor posterity blind (i.e. 100th generation management — no short-term 7th generation management of human behavior/culture).

Communities of 20 to 50 people will be managed per hominin biology norms, i.e. by the Mothers. A group of 7–13 communities will make a district of communities. WMU district level management would be by community representatives meeting within the district. One or more districts select representatives and send one or more representatives totaling less than 14 to make WMU level decisions (per the Constitution of the United Federation of Watersheds, Article I, Section 1, Clause 8, males are not barred from serving as representatives).

The management of human demands on Nature’s resources within a WMU may include the possibility of a community being declared a failed community and disbanded. Likewise, a family within a community could be declared a failed family and disbanded. A family could declare an individual member to be a failed family member in need of therapeutic intervention or of living alone (if not taken in by another family). Systemic failure happens.

The probability of a psychopathic sovereign individual dominating a family that dominates a community that dominates a district that dominates a WMU that as a sovereign power attacks a neighbor could happen, but be unlikely. One WMU attacking another to build empire would trigger an auto-immune response as needed from the other WMUs in a WMU district, ecoregion, bioregion, sublate and ecolate (i.e they could not as they must not prevail — warring r-culture norms would end or recreate the would we now live in for a time).

Beyond the family/community/WMU level, there is no management of individual humans. WMUs are governed by the Gaian system that defines what works and is viable as the millennia pass in terms of managing (setting limits on) human demands on Nature’s resources.

Kogi ideas about the structure and functioning of the Universe, and Kogi cosmology is… a model for survival in that it molds individual behaviour into a plan of actions or avoidances that are oriented toward the maintenance of a viable equilibrium between Man’s demands and Nature’s resources. All watershed management units (WMUs) agree to live within limits, e.g. no more than 50 communities of no more than 50 members, with all humans occupying no more than 20% of the WMU nor any habitat (e.g. arable land, shoreline, grassland, forest) within. WMUs may trade only resources/products that can be sustainably produced (e.g. peat bog harvest no more than rate of production). Any WMU failing to live within limits would become a failed WMU and disbanded.

Inter-WMU management of trade would be needed. Otherwise, WMUs agree to protect any WMU attacked, including attacks on Nature’s 80% by humans living on the 20%. Organization above the WMU level would be needed for information gathering/exchange, trade, and defense. Any WMU attacking another would be neutralized by such means as needed by cooperation of regional WMUs, e.g. those within a district, and if their combined forces were not enough, then those of other districts would be added.

Only WMU behavior is managed globally, e.g. inter-WMU trade would be managed by biophysical economists based on emdollar evaluation of goods and services. Special knowledge is needed to assess global ecosystems. Each WMU may (or not) build a Federation Embassy that would include a library for books in Blissymbolics (and a clinic, work/repair shop, post office, visitor quarters, community meeting room). A district, ecoregion, bioregions, sublates and ecolates may host Academy Watershed Management Units (AWMUs) of autodidact learning (Federation Academies — “Ex biota, scientia”) whose alumni will serve their WMU of residence (and community of all learners). There is no global center of learning, but San Francisco and Athens compete for the best and brightest.

There would be no overcomplex societies nor empire building at any level above the WMU (nor likely within as the Mothers would disallow). The global management system (United Federation of Watersheds) would foundationally differ (as K-culture) from the old world order that was disordered, that utterly failed to manage human demands (driven by short-term self interest r-culture) on Nature’s resources.

[Note: MHEM membership excludes politicians and the recently (<1 year) politically active, including environmentalists. Otherwise, with the exception of the San, Hadza, and Pygmy, all other humans are Modern humans, and acknowledging that such is who and what you are is the requirement for being MHEM. MHEM includes members who celebrate Modern human life and favor the extinction of all life that humans do not value (aka “Hypers”). Hyper MHEM supporters may prefer to join Hyper MHEM. A minority faction views the condition of being a Modern human the way AA members view the condition of being an alcoholic — i.e. non-viable. The author is obviously one of the “Or-nots” after breakfast who seek to “just say no” to the Anthropocene. Both arms of MHEM agree that Modern humans will go extinct — to be replaced by Hypers or Or-nots (or regionally some of each) has yet to be determined (by the nature of things).]
