Is the Executive Order 13848 and the Insurrection Act the plan all along?

President Trump has been contesting the 2020 US Election since November 4 during his press conference at 2am. Since then, his team, and also people outside of his team, have trying to use the legal system to overturn the results. But that did little impact, most of the lawsuits have been rejected, and only a small amount have seen some success.

But is this all noise? Is all this to distract the adversary? Was all the action of the past month to inform the general public that there was fraud. To prepare them to accept the eventual BIG move?

The EO 13848 says :

I, DONALD J. TRUMP, President of the United States of America, find that the ability of persons located, in whole or in substantial part, outside the United States to interfere in or undermine public confidence in United States elections, including through the unauthorized accessing of election and campaign infrastructure or the covert distribution of propaganda and disinformation, constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States. Although there has been no evidence of a foreign power altering the outcome or vote tabulation in any United States election, foreign powers have historically sought to exploit America’s free and open political system. In recent years, the proliferation of digital devices and internet-based communications has created significant vulnerabilities and magnified the scope and intensity of the threat of foreign interference, as illustrated in the 2017 Intelligence Community Assessment. I hereby declare a national emergency to deal with this threat.

So we are in national emergency status since September of 2018. But what does it mean?

Could this give Trump justification to use the Insurrection Act? Which says:

The President, by using the militia or the armed forces, or both, or by any other means, shall take such measures as he considers necessary to suppress, in a State, any insurrection, domestic violence, unlawful combination, or conspiracy, if it — so hinders the execution of the laws of that State, and of the United States within the State, that any part or class of its people is deprived of a right, privilege, immunity, or protection named in the Constitution and secured by law, and the constituted authorities of that State are unable, fail, or refuse to protect that right, privilege, or immunity, or to give that protection;

If foreign and local actors have conspired to interfere in the US Election, can Trump order the military to seize election equipments for audit and forensic? And even make arrests if necessary?

Is this his plan to stay President for Four More Years?
