My child might be a psychopath

I believe my child is a psychopath in the most literal sense. He’s 9 years old and been diagnosed with ADD and ADHD. He is extremely compulsive and doesn’t have a remorseful bone in his body and does not respond to consequences. Some examples are cutting the whiskers off the cats. The first time he did it we explained how that hurts them and is very bad for them and he’s done it again. He’s hurt other children at school and asked if he felt bad he’s always said no. He literally can’t wrap his mind around how his actions make others feel.

We have caught him playing video games in the middle of the night and games he’s not supposed to play. So I password protected the PlayStation and banned him from using it without someone watching him on it. He found a way around it and kept playing it. Once I finally caught him he was mad that I locked it down harder.

Now after that, he got banned from any video games for 2 weeks and was assigned a ton of chores. He was allowed an hour on the laptop yesterday. After the hour was up, we hid the laptop in our dresser so he wouldn’t be tempted to touch it in the night.

Last night he snuck into our room quiet as a mouse, found the laptop and played all night long. When confronted he just gave an evil glare when he was told he lost it again for another 2 weeks.
