The Indian gambling market is estimated to be worth $60 billion per year. What’s curious about that fact? Half of this number is bet illegally. But what about that legal part?

Gambling in India is heavily restricted except for selective categories, such as lotteries and horse racing. Critics of gambling claim that it leads to crime, corruption, and money laundering while proponents of regulated gambling argue that it can be a huge source of revenue for the state.

Only three Indian states allow casinos: Goa, Daman, and Sikkim.

There are two casinos in Sikkim: Casino Sikkim and Casino Mahjong. Goa can boast of a greater gaming variety (well, of some variety actually, as two casinos cannot be called a variety at all) — there are 10 casinos, 6 of which are land based and 4 are floating casinos operating on the Mandovi River (say ‘ciao!’ to Italy — casino cruise ships are quite popular there as well). These floating casinos are Casino Deltin Royale, Casino Deltin Jaqk, Casino Pride and Casino Pride 2. While the Deltin Group controls the first two, and the Pride Group manages the latter two ones. In 2013, casinos in Goa contributed Rs. 135 crores to the state revenue.

According to the Goa, Daman, and Diu Public Gambling Act of 1976, casinos can be set up only at five-star hotels (Indian authorities care about the gamblers’ comfort!) or offshore vessels with the prior permission of the government. These conditions allowed the Deltin Group to open the first land-based casino in Daman (and this one is still open now).

When it’s time for colorful Indian festivals, such as Deepawali and Holi, gambling business increases by 30–40%, and not only in the states where it is legal. Police try to control illegal gambling, but human nature, seasoned with paint and Indian spices, seems to be unstoppable!
