The design and management of a process that creates collaborative OGP goals

The challenge: to develop goals and commitments of open government (2018–2020) for the Government of the City of Buenos Aires, that reflect the contributions of hundreds of citizens, officials and members of civil society organizations throughout multiple meetings

What we did

Process design: the process was created as a hybrid (online and offline). The first phase was an online public consultation, the second phase was based on a series of meetings where both, the results of sectoral and citizens forums were incorporated into a final table of work. The third phase was an online validation of the action plan carried out.

Facilitation: we guaranteed a functional and positive development of the process, using various agile methodologies in the creation of collaborative public policies. Some of the processes and methodologies used were Design thinking, Lego serious play, Canvas, World Cafe, Problem tree etc.

Documentation: we documented the entire process ensuring the traceability of the contributions at each stage of the process.

Blank matrix completed by the participants that would then be digitized and used as input in the next phase of the process.

Governance: we participated in the governance board composed of civil society/government organizations that managed and were responsible for the entire process.

Co-creation of public policies: model of public policy development and design, involving various types of public and private actors (service users, beneficiaries, indirect beneficiaries etc.), who share their experiences, competencies and resources (knowledge, information, etc.) for the development of a public policy.

Open Government: a new paradigm and model of relations between the government and society based on transparency, collaboration and transparent, multidireccional, collaborative and oriented at the participation of the citizens citizenship collaboration in the creation and improved transparency, collaboration and participation.

Design Thinking: problem solving methodology centered on creating diagnostics with the users (citizens, civil society and civil servants) ideation of solutions and finally, creating prototypes and testing them.

Agile methodologies: Lego serious play, world cafe, canvas are all a process of encounter, communication and problem solving in which participants are guided through a series of questions to probe deeper and deeper on a topic. Each participant builds their own 3D model in Lego in response to the facilitators instructions, using specially selected lego pieces These 3D models serve as the basis for group discussion, knowledge sharing, problem solving and decision making.
