In this century, economical issue exploded in several place, especially in America and Hong Kong. As time set its foot into the new century, economical problem even become more serious, and have become a global issue, since the economical connection between countries getting tighter. When economical problem exploded in one country, the government always reduce their financial outcome to decrease the harm for the country’s economic atmosphere. But which field should the government cut the financial investment among the following place: library, public transportation, and police? In my opinion, the answer would be so clear, government should cut down for the library investment.
Initially, when economical problem occurs, crime rate will increase extremely rapidly, thus the government cannot cut the police investment down. In last century, 1990s, a large economical problem happened in Hong Kong, because of the trading in estate area feel down dramatically. Following by the stock market collapsing, the unemployment rate increased, just like a rocket rushing to the space. Since people lost their job, the individual financial income cut up, starving people starting to steal and rob, just in order to presenting themselves from suffering from being hungry. A record of the crime rate in 1990s, especially in the period of time when economical problem occurred, shows how that raising fast. In the beginning of 1990s, during 1990 to 1993, before economical issue happened, the average crime rate of the urban area of Hong Kong is about 10 piece per day. After 1994, which the time economical problem blasted, the crime rate in urban area raised to above 70 piece per day, and most of them were stealing and robbing for money or other wealthy properties. The historical truce tells us that how significant the police investment is, after an economical problem occurs.
Moreover, as for public transportation, which is also vital for the government to run a city, or a country, because it is the essential guarantee of citizens’ daily activities. After the economic problem taking place in a country, the panic would be spread among people, just like a kind of communicable disease. The best way to heel “the disease” is to guarantee, people’s life would be exactly the same with what it looks like before economic problem explode, and the importance of the public transportation should be emphasized. For instance, in the beginning of 21st century, a vital economic problem took place all over the world, including China. An amount of people, who worked in big city, like Beijing and Shanghai, but whose hometown were not, face the problem of unemployment. In that time, the real way transportation in China was under an unimaginative pressure, because the unemployed people, who leaved their own place to work, had to go back to home, since they had run out of money. Considering this, the Chinese government put a grant of investment into the public transportation fields, like selling low price flight tickets or encouraging the long road bus business, releasing the real way from the throng of unemployment, who had to go back to home.
At last, we should talk about why government could cut down the financial outcome in library. In my opinion, the expense of running a library, is steady after it has been built, and investigate more is useless. For an illustration, the library in Jilin University, the largest university library in China, whose spending for daily outcome is remained in the range around 200,000 RMB to 300,000 (considering the currency inflation) per month, during 2000 to 2012, between its second and third expanding erecting. Additionally, people today prefer reading E-book, which record in digital data, and can be read by Ipads or computers, instead of printed books, thus the spending for running library, where provides a place for people reading printed book, should be cut down for their financial investment.
To sum up, when economic problem occurs, the government can cut down the financial output in library, not in public transportation nor police, because the last two things support people’s daily life, in other words, people cannot live without them.
